4P-W Power for Social Wellbeing

First of October 2016 is the first day of implementing the new strategy under the new organizational structure according to the third 5-year plan (2017 – 2021). The atmosphere of the National Health Commission Office (NHCO) and the networks in five regions is energetic and ready for the next missions.  

 NHCO, as the secretariat body of the participatory healthy public policy networks, set the vision for the next five years that “Thai health system to be developed by a participatory public policy process based on wisdom (4P-W)”.

We aim within five years of this plan to develop 500 healthy public policies by 4 P-W. 80% of the healthy public policies will be developed with a quality process and 25% of the healthy public policies will be translated into action. To top that, 80% of the networks will be strengthened and skillful. Knowledge will be produced to capture 30 new innovations.

In fact, the 5-year plan is NHCO mandate to request the government budget. Somehow, it is not the business of the networks. However, I would like to declare this plan to the public how NHCO commit to the missions, so that everyone can monitor, evaluate, join hand and support the work of us. Whether or not, it is worthwhile to receive an annual budget from the government.  This accounts for good governance.

First of all, NHCO will make an effort to make public understand the differences among NHCO, Ministry of Public Health, Thai Health Promotion Foundation and National Health Security Office.

Ministry of Public Health has the national health authority to oversee the public health system and health service facilities under its supervision which are innumerable because they are located throughout the country from a sub-district level to district, provincial and regional levels as well as at a central level.

National Health Security Office is a government organization established under the National Security Act (A.D 2002). This organization is in charge of overseeing the health security system by managing the health security fund and controlling the health service quality both the public and private health facilities. The goal of this organization accounts for 45 million populations to be secured when sick.

Thai Health Promotion Foundation is another government organization established under the Health Promotion Foundation Act (A.D.2001). Its role is to mobilize the movement of active citizens and civil society organizations pursuant to the definition of health in four dimensions, or to speak wellbeing. This organization supplements the work of existing bureaucratic organizations.

For National Health Commission Office or NHCO, it is also the government organization working on health in all policies and intersectoral for health under supervision of National Health Commission which is chaired by Prime Minister and has 6 Ministers among other members. The 6 Ministries include Ministry of Public Health, Ministry of Social Development and Human Security, Ministry of Natural Resources and Environment, Ministry of Agriculture and Cooperatives, Ministry of Interior and Ministry of Industry. NHCO emphasizes developing and driving healthy public policies relevant to many Ministries.

Moreover, NHCO strengthens participation of all sectors namely academia sector, policy sector and social/people sector in order to make them work in partnership and on a horizontal relationship. Ordinary government organizations are incapable to this kind of work.

NHCO sets its goal to make every government policies at all levels – central, regional and community levels – taker health into consideration before making decision, as it calls Health in All Policies, especially for vulnerable groups and the underprivileged whose their voice hardly be heard.
